Dubrovnik Airport is not in Dubrovnik. It sits at Cilipi, twenty kilometres south past Cavtat, and that distance is exactly why renting at arrivals makes sense here: what a transfer into the city costs both ways buys a day of a small car. The handover itself is a name board in the hall and a two-minute walk to the car park; the counter queue you might remember from other airports simply does not exist with the local firms we compare.
Look at a map before you book and you will spot the other reason arrivals pickups are popular here: the terminal is about as close to the Montenegrin border as it is to Dubrovnik itself. If Kotor or Herceg Novi is on the itinerary, you can rent a car for the Montenegro run right at arrivals; the cross-border terms and any fee print on each listing before you pay. Cross Debeli Brijeg before nine in August or budget queue time.
If your first nights are inside the walls, think about when you actually want the car, because a rental parked near Pile Gate is expensive babysitting. Plenty of travellers split it: walk the city car-free, then take one of the cars in Dubrovnik town for the driving half and hand it back at the airport on the way out. However you stage it, the drive north over the Franjo Tudman bridge and up the coast is one you will not resent doing twice.
Before you book
Honestly, no. The old town is pedestrian and the parking around it is the priciest in Croatia, so a car spends your city days sitting in a garage on the meter. Either collect at arrivals and go straight into day trips, or stage the trip: city first on foot, then the car for the driving half.
Book a car whose listing allows Montenegro, tick the country so the terms show, and carry the border paperwork the supplier hands you. From the terminal, the Debeli Brijeg crossing is about 25 minutes, Herceg Novi sits just beyond it, and Kotor is around an hour and a half all in. Queues build from mid-morning in July and August.
The rates are usually identical because the same local fleets serve both. What changes is the spend around the rental: skipping the airport transfer in each direction often covers a rental day, which is why the arrivals handover is the default choice here.
Agree the return time at pickup and allow half an hour more than the drive itself in summer, since the D8 south of the city carries the beach traffic. Dawn returns are routine here for the early departure wave, so an 05:30 handover raises no eyebrows.
An EU or EEA licence is accepted as it stands. If yours was issued outside the EU or EEA, bring an International Driving Permit alongside your home licence and carry the two together. Have that card and the booking name ready at the name-board meet and the handover stays a two-minute formality.
There are no booking fees, and the deposit and any one-way charge show on the listing before you pay, so nothing surprises you at the handover. The supplier places a hold on the lead driver's card when you collect and releases it once the car is back, returned with the same fuel level you were given. Many listings also carry a short free-cancellation window, worth a look if your flight is not yet firm.
